N-648 Immigration Waiver of English Language for Citizenship Test

One of the many requirements to become a U.S. citizen through the naturalization process is that one must read, write, and understand the English language. But there is a waiver of this requirement for those who are physically or developmentally disabled, or have a mental impairment.

Examples of those who may get a waiver include: elderly persons who suffer from Alzheimer's, Parkinson's disease, dementia or related disease. The waiver must be completed by a physician, osteopath, or clinical psychologist experienced in diagnosing these disabilities. They must give an explanation attesting to the severity of the impairment and how it affects his or her ability to take the test.
